This accessibility statement applies to PlaceMaker, the digital local plan-making platform provided by Urban Intelligence. It covers both the internal platform used by council staff (dashboards, site search, site lists, the document builder/editor, the representations manager, and settings) and the public-facing pages used by residents (the public document viewer, landing pages, and sign-up/log-in pages).
This statement does not apply to other Urban Intelligence products or to the rest of urbanintelligence.co.uk, which has its own accessibility statement.
Urban Intelligence wants as many people as possible to be able to use PlaceMaker. For example, that means you should be able to:
- resize text up to 200% without losing content or functionality
- navigate most of the platform using a keyboard alone, with the exceptions listed below
- use the platform with a screen reader
- expect no flashing or auto-updating content that could trigger seizures or disrupt concentration
- expect consistent navigation, labelling and error messaging throughout
- sign in via your council's Microsoft SSO without needing to solve a puzzle or memory-based test

How accessible this platform is
We know some parts of PlaceMaker are not fully accessible. In summary:
- some icons, buttons and form fields are not fully labelled for screen reader users
- some text and buttons do not have enough colour contrast against their background
- some content does not resize or rearrange correctly when zoomed in or viewed on a narrow screen
- creating or moving certain dashboard elements currently requires a mouse, with no keyboard alternative yet
- some confirmation messages are not automatically read aloud by screen readers

Urban Intelligence is committed to making PlaceMaker accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status: PlaceMaker is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances listed below.

Internal platform (council staff)
- Some icons and interactive elements are not properly labelled for screen reader users - Target: September 2026

Content that's not within the scope of the accessibility regulations
PlaceMaker allows tenant councils and their authorised users to upload their own documents, images and video, and to author public-facing content (for example, local plan documents, site representations, and public consultation content). The accessibility of this user-generated and tenant-authored content is the responsibility of the council or author who created it, not of the PlaceMaker platform itself. This is consistent with how the accessibility regulations treat user-generated content generally.
Councils publishing their own content through PlaceMaker should ensure that content (including any images, video and documents) meets WCAG 2.2 AA in its own right - for example, by adding alt text to images using the caption field provided in the document builder.
How we tested this platform
This statement was prepared on 13 July 2026. It was last reviewed on 13 July 2026.
This platform was last tested on 10 July 2026. The test was a self-assessment carried out by Urban Intelligence; no formal third-party accessibility audit has been commissioned to date. The assessment covered WCAG 2.2 Level A and AA (Level AAA was not assessed), and included automated testing, keyboard-only testing, screen reader testing, and testing of full user journeys. A full VPAT-format conformance report is available on request.
We plan to review this statement, and PlaceMaker's conformance, again once the improvements above have been completed, and no later than 12 months from the date of this statement.
